Chicago Mayor Rahm Emmanuel has gotten a proposal for a statewide handgun registry through an Illinois House committee.Felicia Davis, one of the mayor's top aides, says many guns used in Chicago crimes started out as legal purchases. And many of those purchases were made elsewhere in Illinois. Davis says 42% of all guns recovered at Chicago crime scenes come from within the state of Illinois but outside of Chicago.
The House committee also approved legislation that would impose a 2% sales tax on ammunition. The proceeds would be given to trauma centers in high-crime areas.
Gun-rights advocates say both measures amount to a tax on law-abiding citizens. The measures move on to the full house for consideration. The bills are HB5831 and HB5167.
