Illinois' Treasurer contends political considerations are preventing the state from saving $12-million.Republican Dan Rutherford says the savings would come from combining his office with the Comptroller's. Rutherford says just three republicans have served as Treasurer or Comptroller in the past 40 years, so he says democratic House Speaker Mike Madigan is not inclined to call the proposal for a vote. Rutherford says there is no need for two financial officers because the Auditor General double-checks the state's books. But critics of the measure say it does not provide enough safeguards.
