Illinois Governor Bruce Rauner is trying a new tactic to get Democrats on board with his policies.
He's putting most of his reforms - in just one bill.
Rauner says the issues are all related - from limiting workers compensation benefits, to picking up some of the costs of Chicago teacher pensions.
"I'm asking the speaker not to break the bill apart into little pieces, not to call sham votes on individual pieces. Debate the bill in its entirety and vote on the bill in its entirety."
Rauner's package hasn't yet been filed as a bill. His office wouldn't specify when that would happen.
House Speaker Michael Madigan's spokesman says many of the ideas have been widely discussed and considered.
Rauner and the Democrat-controlled Legislature are deadlocked on a budget for the fiscal year that began July 1.
